Governments are aware of the security threat. The US House of Representatives recently passed the Quantum Computing Research Act. The US National Institute of Standards and Technology recently unveiled a consortium to support the quantum industry.
There are two ways to create a quantum secure future: 1) create new algorithms; 2) build a physical solution based on quantum mechanics.
